When I do any blue eyed persons makeup I stick to only browns,golds and a touch of blue. I will do a brown base with a gold and blue overtone.

foundation (little darker than your skin) i have a darker skin tone so i dont really need any - but if your on the pale side i would use some foundation...

try browns, use brown eyeliner on top and bottom, use brown mascara, then use pinks and browns and mauves for eye shadows.
nice pink simple lipstick. Use eyeshadow, towards the top but beige on then under put brown. You could also you mascara if you wanted. At the mall they sometimes give free makovers. Hoped that helped=]
