Almay (sold in drugstores) makes it sooo easy. They have a whole category of makeup for people with blue eyes- shadows, mascara, liners... go take a look, its awesome.
try bare minerals
best thing to do is go to the drugstore or any were they sell make up and ask a the lady at the make up department to show you ideas. they have so many make ups now let them know your price range say you want to only spend a max amount. light browns( i mean light) and soft colors would work good
I would stick to drugstore brands, but use them minimally. For blue eyes, you can pull of blue/purple and maybe even green shades of eyeshadows. You can buy plenty of different kinds at your local drugstore, I would say any of them are fine if you just want to use a little and nothing too flashy. I know there are brands like Rimmel and Revlon, those are fine. Usually they're under $5 for a duo or just a little more for a palette.

Black eyeliner may be too dramatic on fair skin, so you should experiment with eyeliner lining it really thin. You can try pencils that are designed to line thinly or you could try liquid, but it would be messier. There are a few eyeliners that I like; I usually stick to Covergirl or Maybelline products but all of them smudge no matter what they say. Liquid eyeliner tends to hold better.

If you are going to wear eye makeup, I would suggest that you tone down with a light pinkish or clear lipgloss just to make them shine. You don't want to look like a clown by applying makeup all over your face. Remember, less is more! So if you decide to wear more dramatic eye makeup, you need less lipgloss/lipstick. If you plan to keep to neutral eyes (i.e. light browns, or pinks) you can up the lipstick to either a rose color or pink.

As for blush, find a light shade that's not too consuming for your skin. Because you have fair skin, I would probably suggest that you avoid blush if you can and if you want to wear it, just put a little bit on your cheekbone and not the whole side of your face.

As for mascara, I happen to love the Maybelline's Lash Stylish something like that. It works great but you need to get used to the wand because instead of a brush, it's like a comb. It works really well once you get the hang of it, and it's about $6 at the drugstore.
I have blue eyes with fair skin too, so I can help! For all these makeup things, I'd go witha nice, cheap brand called N.Y.C (new york color) they sell them in almost any grocery or drugstore.

EYESHADOW:

Well, for your eyes there are three colors you should choose from. Peach, Pale gold, or Silvery pink.

Never, and I mean NEVER use dark blue, black, purple, green or red eyeshadow.

Periwinkle or light blue eyeshadow might work since you have blue eyes and if you are wearing something blue. Oh, NEVER use eyeliner. It looks horrible on fair skin! Usually under $4.

MASCARA:

Mascara can be tricky if you have light eyelashes and brows.

There is a mascara for blondes (they just call it that, but you can have brown or black hair to use it) however, and you should be able to find it in the drugstore.

Just ad maybe one or two coats on the top lashes, but none on the lower. Under $5

LIPSTICK:

If you want lipstick, again, go with the light colors. I'd reccomend a color by Clinique makeup called ';Sunset';. That color that looks great if only one coat is applied. It's under $5.

LIPGLOSS:

For your lipgloss I'd go with a gentle pink, but not too light or dark. Somewhere in the mirror. They sometimes let you even test them so you can find out your color! Usually under $6

FOUNDATION:

If you have a couple of cute freckles or acne, I would not reccomend foundation. If your skin tends to be a little of colored when you get hot, sleepy or sick, i'd go with a light, powder foundation. Usually under $8

BLUSH:

Ude a light peach, and only one brush stroke per cheack. But I'd only wear blush on special occasions if I were you, lol. Usually under $5.

Well, I hope that helped!

Good Luck!
